Abstract

This article aims to present the elements that are necessary in a public management of territorial entities of the sixth category, towards the development of an entrepreneurial culture as a mechanism to face the crisis generated by (COVID-19), covering the key management axes from: a) municipal entrepreneurship planning b) digital technology in territorial entities c) governance, d) entrepreneurship strengthening, with the presentation of a descriptive study, with a deductive method, quantitative approach with the measurement of Investigative variables through a systematic random sampling and the application of a structured investigative instrument, led to identify the research aspects in the case study in 2 municipalities of the sixth category Tangua (Department of Nariño) and Castilla la Nueva (Department of Meta ), in the first place allusion is made to the crisis that the coronavirus generated in most of the sixth category municipalities in Colombia, subsequently presents the main actions that the National government took as a measure to face the consequences of public management that the pandemic has unleashed, finally, the elements of entrepreneurial impulse are identified as an opportunity and alternative for sustainable development and inclusive of the various territorial entities and overcoming the crisis caused by the COVID 19 pandemic as a challenge that is adapted to the new economic trends that encourage innovation and productive development that leads to strengthening the local capacities of the smallest municipalites.
