Strategies for social welfare in the tourist and cultural district of Riohacha, La Guajira

The fundamental purpose of the research was to generate strategies that enhance the quality of life of the inhabitants of the Riohacha communities, by increasing the level of social well-being and increasing the ability to meet the basic needs of the population in those communities. In the methodological aspect, the research was based on qualitative, descriptive research using the participatory action research method. The population was made up of focus groups of four members from the ten communities of the district. The technique used was the semi-structured interview and the information gathering instrument was the interview script. Among the main findings found, it can be mentioned that the communities present basically the same difficulties, such as low socioeconomic status, difficulty in employment, deficiencies in public services, insecurity, no citizen participation and little articulation with programs belonging to the government public policies. Among the conclusions, the main factors that negatively impact social welfare and unmet basic needs are revealed, therefore, from there the strategies that seek to provide a feasible general solution that increases the level of social welfare in communities are generalized.
