Sti policy from international and national discourses: a critical look at doctoral educational research in Colombia
This reflective article is derived from the doctoral thesis “Field of Research of Doctorates in Education in Colombia.” It analyzes discourses on science, technology, and innovation from the perspective of public policy guidelines. First, it sought to understand the orientations of international organizations. Secondly, it studied Colombian government regulations, particularly those relating to research and the training of high-level human resources, in order to highlight how the discourse on science, technology, and innovation (STI) promoted by international organizations is adopted in Colombian public policy and in the country's policy on doctoral research in education. It concludes that STI policies in Colombiashaped gradually and steadily since the 1991 constitutional reform to the present day. This process has been implemented through laws, regulatory decrees, and the creation of national and regional agencies. All of this has contributed to the consolidation of a culture oriented toward knowledge management, promoted and led by the geopolitical strategies of economically and scientifically developed countries.
